Online imparts procedural simplicity, speed and convenience in government

In a major policy initiative to promote procedural simplicity, speed and convenience in direct interaction with the citizen and Day-to-Day Office Management, the Electronic Governance Division of Ministry of Information Technology has developed an e-Office solution package, which will be launched tomorrow. The e-office solution is to simplify and specify day-to-day office functioning. The package permits citizen interaction with the Ministry entirely online.
    When launched, the onl ine e-office solution will be unique in many aspects.
  • It will provide for on-line submission of complex R&D proposals including attachments.
  • The proposals can be circulated, examined and fully processed online. Comments from external people will also be obtained on-line.
  • Consequent administrative procedures such as calling of meetings, minutes of meetings, generating sanction orders will also be available on-line.
  • The package would facilitate on-line interaction with scientific and academic community on important issues.
  • Additional modules would include e-noting and e-file.
  • It would be possible to electronically obtain approvals for tours, leave and issue meeting notices and agendas as well as the final minutes.
  • For meeting the internal needs of the organisation the following modules will be available. - Workflow for Drafts for approval, Submission of Reports, Integrated Personnel Information and Financial Accounting System and MIT sponsored R&D Projects Database

    The initiation of such online package is expected to bring about a substantial reduction in the use and movement of paper, as well as a reduced need for the movement of people searching for information, leading to reduced delays, cost savings and avoiding need for duplicating of data at various points. Thus, the implementation of the workflow model in the Ministry will provide a smooth flow of information, commands, requests and reporting between the Divisions, Finance, Administration and the Officers, Staff and the Public. This will be a layer above the concept of Office Automation, and would demonstrate how e-Governance tools can lead to definite improvements in productivity, efficiency and user satisfaction in the environment of a typical department. It is expected that such policy initiatives will also enable opportunities for new services in the future.

The availability of such a package would also facilitate less re-work for individuals, more reliability in services, and fewer levels in office procedures. It will also facilitate the online culture of smart Government initiative to improve output of the internal workings of the Government due to better client-friendly processes and better systems. Many of the traditional structures and working culture will be changed by the use of the online package.
